Wednesday was Crossover Day, when bills must be read from their house of origin a third time. Essentially, this day whittles down the number of active bills and the legislative pace will quicken to move bills through the committee process of the receiving chamber. Thanks to your calls and emails, we had a nice victory in House Education Friday morning when SB 189 failed on a voice vote to advance from the committee.

Things are getting busier at the WV Legislature! There was a public hearing this week and both education committees advanced a large number of bills this week at the Capitol.

🚨🚨Public Hearing tomorrow morning (1-24-24)🚨🚨

The Judiciary Committee will host a public hearing on HB 4654 at 8:30 AM on Wednesday, Jan. 24th in the House Chamber.

While appearing to prohibit schools, libraries and museums from distributing obscene material, many believe HB 4654 attempts to criminalize librarians, teachers and museum curators for making available certain books or artwork.

According to a news release issued Monday by House Democrats, this could include the Bible, biographies of Ruth Bader Ginsburg and Roberto Clemente, and Michelangelo’s statue of David.

Daily Legislative Update: Saturday, March 11, 2023

On the final day of the 2023 Legislative Session, only a few education bills remain active. They are:

Eng. Com. Sub. for H. B. 2890 modifies student discipline sections of current law. It inserts language that appears to strengthen the teacher’s ability to remove disruptive students from the classroom. It also permits counties to develop (with teacher input) a tiered system of disciplinary consequences. The House concurred with the amendments made in the version passed by the Senate and the bill has completed legislative action.
